On one hand, the idea of adding throwing to restricted-step push hands sounds like a lot of fun. But that being said, what ever technique this video claims to show, it certainly isn't good taiji. It isn't even bad taiji. Looks like a combination of judo and a very elaborate hand-shake.

The first is martial intent. Taijiquan is a martial art. Don't we do everything with a martial intent? It would be great if this were the case. Uhm, no. The power is not generated by the legs, there is a difference between "initiating" and "generating". I'm not sure I understand your differentiation. Can you give us a clearer distinction? You have implied a false dichotomy in your question. Softness and intent are not mutually exclusive nor are they comparable. You can be hard and have no mind intent.
